If you go to Settings >> Wireless & Network >> Mobile Networks >> and untick 'Data Enabled', you shouldn't be spending any money. (The menus may be slightly different on your phone, I'm running different firmware). WiFi and bluetooth are free, as they don't involve your network in anyway, so you can keep those on.
If you install an app called '3G watchdog' from the market, it will track how much data you're using over the mobile internet.
