how do you turn internet off on Samsung galaxy s II?

You should have something in your Settings app that would allow you to turn off Mobile data.
On my GNex its: Settings -> Data usage -> un-check Mobile data
Your device should have something similar.
You might also have to turn off your wi-fi if you have that on:
Settings -> Wireless & Networks -> un-check Wi-Fi
