Help ip address question

Ok so say for example someone did something dubious using their laptop tethered to a phone for Internet and someone wanted to track down said person, would it be the phone or the laptop they'd find.
Cheers guys (I've done nothing illegal btw)

I would assume it would be the network that the computer was connected to...not the phone.
Edit: oops read that wrong....it would be the the ip of the network that the phone is connected to...whether wireless or wifi network.

So is an unbranded phone traceable via its ip?
The sim isn't even associated with the address of its owner
