They should. It would KICK the IPADz azz..and NOW it the time to release something since it looks like the HP Slate may not make it to market. (Or be severely delayed)

Google hasn't made any electronic devices yet, why start now?
I can see them partnering with HTC / Motorola / whomever for some co-branded device (like the Nexus One) but that's about it.
No doubt, Android tablets will be awesome! I'm pretty sure I'll be buying one in the next year.
