You are comparing a Ti 4430 and a Tegra2, both clocked at 1Ghz. So therefore both are the same speed, Being 1Ghz dual core processors. They are two different chips so they will process things at different speeds. You are comparing one single test, so yes one will be faster than the other. This is like comparing AMD and Intel, except for in the mobile market you have TI, Tegra, S4 and I think one or two more. If they are clocked at the same speed they are the same speed. One will always be faster at any give test but usually not every test. So, is one better than the other, the answer is Yes, but at the same time No.
As for is a single core 2Ghz chip the same as a dual core 1Ghz chip, the answer is NO. Again look up computer processors. Just because it's double the speed does not mean that it can keep up. For a single app/process they could be completely equal or the dual core 1Ghz chip could be faster, it all depends on how it is written and if it takes advantage of dual cores. If it doesn't than the 2Ghz will be faster, but if it is the dual core 1Ghz chip will be faster.
There are many factors when comparing chips and in all honesty speed is an incredibly minor factor. I would not buy a new computer on processor speed alone and I will not buy a new phone on it either.
On a side note the RAZR has the exact same processor as the Bionic except it's clocked at 1.2 instead of 1.0Ghz. That 1.2 is much faster than a 1Ghz Tegra2 in most tests.
Lastly why do you think that the Tegra 2 is some sort of "super chip"? I use that term because you call the Bionics TI 4430 a "normal" chip.
