Help Is there a fix for the 15 second time offset?

I can't find a fix to address the 15 second offset on the Evo. I understand it is because the phone is not compensating for the fact that GPS time is 15 seconds ahead of local time because of leap seconds, but why doesn't the sync software on phone subtract those 15 seconds? Is there a configuration option that forces the phone to sync to cell signal and not the GPS, or another way other than disabling sync, to get the time to be correct?

(I know it's "only" 15 seconds, but I would like a solution for this anyway)

I use ClockSync, which uses NTP servers to set and adjust the time. I also disabled the Automatic network-provided time under Menu/Settings/Date & Time.

My phone is now always in agreement with my PC to the second.

Thanks, I'll give that a shot. That looks like what I need. Doesn't look like it requires root, even though I thought I'd read that setting clock from an app required root. Perhaps that was dated info.
