Issues with ROM corruption

I know the title is a bit weird. But that is what is happening.

What I install Cyanogenmod 10.2 it will boot. When I reboot it regardless of installing the apps or not that phone reboot, but it doesn't boot into the is. It just has a black screen.

Any ideas?
