If Qualcomm won't play ball with aosp, then Google will have to find someone else that will. I bet NVIDIA won't have a huge problem with it considering they've already partnered once for a nexus device.
It seems to be the cycle of this industry, you play nice with the open source nature and play ball with Google until you become too big for your own good. Once that happens, you pull a 180 and keep everything secret except for the bare minimum necessary to comply with GPL standards.
Unless they decide to use a chipset of someone for friendly. So If Qualcomm and Samsung won't play nice, that leaves NVidia and Intel I believe. TI said they were getting out of the industry IIRC, but AMD said they might want to get into the mobile world and this would be a good way to debut.
