Help Jelly Bean update broke something

My friend just updated her Victory to JB and something went wrong, and now her phone is laggy as hell. I had her factory reset, but it did nothing and her phone is still laggy. What's the best way to fix this? She doesn't care much for rooting, she just wants her phone to run smooth again. I have experience with using Odin and can guide her, but I just want to make sure I'm going about it correctly. Should I have her flash back to ICS via Odin and do another OTA update, or flash the JB stock image via Odin? If she's not going to root, you can just flash the .tar image in Odin and reboot right? Thanks for any help.
 
Then yes the Odin tar packages will work fine for a fresh install. If the factory reset didn't help, then I would install the Jellybean update with Odin and see if its not as laggy.

Simply put the .tar in the PDA slot, flash and reboot right? Nothing special besides that?
 
I got my phone as close to buttery as possible by installing TWRP with odin. Then in TWRP I installed SuperSU without installing busybox. Then I rebooted and updated SuperSU in the marke, then I updated the SuperSU binary. I installed ROM Toolbox Pro and uninstalled several bloats:

"Samsung Apps", "S Suggest", "Google +, Movies, Books, Magazines", Yahoo Finance".

In the S Voice app I un-checked the option to open via home button. I hope this helps.

Don't forget to reboot after these changes!
