Take a look at "Android Overclock" and "SetCPU for Root Users" in the Android Market.

The SuperUser App allows you to restrict what Apps can get root. You don't want any old app to get it, in case the App is malware.

You need a custom kernel which can let you overclock.. not released/available for now(or maybe, some ppl are working on it)
