Root Kernel Tuner CPU1 Wont Stay Off

When I turn off CPU1 in kernel tuner it wont stay off, the only way it stays off is if I leave the app open but when the screen turns off and I turn it on again CPU1 is on. How can I get it to stay off?

Im pretty sure its the anthrax kernel, Im using MidnightRom Senseless.

I just downloaded the latest kernal tuner 3.1 I believe. After downloading, my phone is sluggish in doing anything, even the simpliest tasks. Does anyone know why this is happening?? Is this a bug or something??
