Labs - Quick Controls?

[quiksilver169]

Recently picked up the Note 3 and loving it, but can't seem to find out how to turn on quick controls for the browser? Is it gone now?

I have used it since it was implemented because of its ease of use in one handed operation.

Searched, but couldn't find anything.

I was watching lucid Mike's review of Android 4.3 on the Note 2 and I think he mentioned that this feature was left out of the Note 3 browser.
