Ah, I feel better now. Just thought of an excuse for keeping both. The V as my actual phone (don't want to give up the grandfathered $25 plan) and the Evo with GrooveIP for playing games and videos and such.
Yes it is. That's the difference between CDMA and GSM. If CDMA carriers won't flash a phone and you take matters into your own hands to modify your ESN/ IMEI to trick a carrier into thinking it's a different phone it's illegal. Unlocking a phone just allows you to use your SIM card in the phone. CDMA has all of it's network info stored on the phone and can't be modified legally without the carrier doing it (ie. Cricket), and GSM phones have all the network info stored on the SIM card which can be put into any other GSM phone without having to modify the ESN/ IMEI.

You see that's the problem with most CDMA phone companies, they wont accept ESNs into their systems from another carrier, metro is the only one who will, ik how to do the whole ESN changing thing though, I cloned my moms phone haha, she got mad and I undid it.

The ESN has to be in their database. I'm not sure if you could find a store or a customer service guy help you add it in. If you can then you're in luck.
Cricket will too. My mom has like 3 phones that will all ring when someone calls.
