Can somebody tell me how can I block someone from calling & texting me on the LG Optimus??

Excuse me for realizing this too late, you can use area code. It allows blocking.

The wife and I have been using Mr. Number Call Block and have been happy with it.
Leave the option, Automatic Caller ID, off as it supposedly looks up every non-contact number in an attempt to whois them but you have to purchase that function.

I don't know if you've looked yet or not for an app but Blacklist from the market has a free version and a donate version that will block calls and texts.

Or if you just go into the contact and hit the menu button > click on options you can send the contact directly to voicemail and not have to worry about it if you'd rather not deal with having to download any apps
