kool I will let u knowThere's a function in freq_table.c that checks the frequency table for its min and max frequency and sets them, essentially overriding what the user entered. I kept the frequency detection but removed the policy setting. Frequency should stick now.

I set to 1.3 with performance control and ran quadrant
if it makes a difference stock kernel and 1.01 stay lockedThis thing is going to drive me nuts, now they're all broken. I'll look into other areas that touch max policy or see if it's not getting set where it should.
I under clocked and they stayNeither of those had frequencies over 1.18 available so there was nothing to skip to.
in etc there are thermald config filesThe good news is I've enabled detailed thermal controls. You can soon set throttle and shutdown thresholds.
