Help Live Wallpaper doesn't load with the phone is turned on

Hello I have an LG Optimus M with Android 2.2 and I turn off my phone and when I turn it back on the live wallpaper doesn't load it just loads the default MetroPCS wallpaper how can I fix this problem? Thanks for you're time and have a good day.
 
the live wallpaper must be saved on the phone an not on the SD card in order to load up right when the phone boots.

same with apps that you need to start on their own when the phone boots.
