Help Live Wallpaper Wont Change

I currently have a live wallpaper and it will not change to a regular still wallpaper. All it does is change to the default colorful balloon like wallpaper
 
I had that issue once on a rom I was testing. I had to apply a different live wallpaper, and then I was able to change to a regular one.
