Help Lock by network

When this happens. The network block the phone even without any SIM inside or only when you put the SIM the phone will lock?

What do you mean by "lock by network" ?

afaik, you can use most phones without a sim inside. You can't use them as a phone, they become the equivalent of a small tablet

If the phone is "locked to a network" that means you can't use other carriers SIM's in them.

if the IEM is "blacklisted" (i.e. the phone was reported stolen), you can't use them on any network, locked or not. (this is a guess)
