They are duplicates of the four shortcuts of the launch bar on the bottom of every home screen.
When you change these shortcuts then the shortcuts of the lockscreen will also change

Hm. Not on my phone. Especially since Unlock is one of the four lockscreen shortcuts, and is definitely not one of the four launch bar shortcuts.

I've Sense 3.6 and ICS on my Sensation, but I think it's a ICS feature, not a HTC Sense thing.
Have you a third party launcher on your phone ?
