Help Lock screen time out problem

I have a PIN set on the lock screen with a timeout of five minutes. My understanding of how it should work is if I unlock and then allow the screen to turn off the phone should remain unlocked until it reaches the five minute mark. Instead what happens is the screen immediately locks. I can turn it off and immediately back on and the screen is locked. I've tried different time intervals but it doesn't make a difference. The only thing that works to keep the screen unlocked is removing the PIN.

Any idea what would cause this?
