Locked Boot loader

I will be getting my Bionic tomorrow and someone told me that it has a locked boot loader. I have no idea what that means and what the impact on me is (moving from a Thunderbolt - did it have a locked boot loader?).

if you are not interested in rooting and modding your device then it is absolutely nothing for you to be concerned about.

the T bolt had a locked bootloader but it Devs were able to crack it and unlock it for modding.

The locked bootloader doesn't prevent you from putting a custom rom on your phone, correct? I'm expecting to get my Bionic tomorrow or tues so I don't know if i'll need a custom rom but that could be a major problem.
