The Bootloader on the Vivid is locked, in spite of claims earlier this year by the HTC Chairman that they will not lock the Bootloader on their devices. HTC claims that ATT insisted on it; but, yet, the Samsung Skyrocket's bootloader is unlocked. Go figure.

Not sure if it will accomplish anything, but it can't hurt to try. Claims on another forum indicate that a similar petition earlier this year prompted the HTC Chairman to make his seemingly falacious statement that they will no longer lock bootloaders on their devices.
