Help looping error message on droid 2 global

When I have calls restricted enabled on my droid, my contact list pops up with the error message, "calls are restricted. phone updating is not allowed." constantly. no matter what i'm doing, replying to a text, browsing the market/browser or just simply playing a game. anyone know how to stop this from popping up without having to turn off restricted calls? I've already tried resetting the phone, turning off background sync and backup assistant...any other suggestions?

Also when i unlock my screen my contact list is always on instead of the home screen.
