Help Lost screen icons on power blip while charging

I was charging my (Virgin Mobile) LG Optimus Elite phone when my power went out last night. When I booted it back up, there was nothing but a red screen...no icons. The phone seems to be working fine, but how do I get the icons screen back? Do I have to factory reboot, and would that fix it? TIA!
 
When you say red screen is that the normal wallpaper? Do the soft keys underneath the screen work? Can you reboot the phone? Can you boot in to recovery by holding the down volume key while powering the phone on? Is your phone rooted and do you have CWM? I think you might have a launcher issue.
 
Note that holding down both will put you into Download Mode, whereas holding down the Volume Down ( - ) key will put you into Recovery.

And I agree with the launcher issue, though the whole thing sounds weird :p

If your lock screen works when you reboot and the menu soft key doesn't do anything when you're on the red screen and you can't get in to the settings then I think your launcher isn't working. I'm not familiar with the stock recovery at all but I think you can factory reset if you boot in to recovery. If you can't, then you should be able to adb push another launcher and that might get you up and running again. When you get your phone working, immediately download Zeam Launcher (or whatever launcher you want) from the play store.
 
No on rooting, and I haven't really done anything to the original configuration or apps on the phone. When I booted up after the power blip, all I had was the red wallpaper screen, but all the home keys work. The settings menu does work and all the icons are there in settings, but no home screen...just wallpaper.

I haven't really tried the recovery thing. I guess that'll be my next step. Haven't had a chance to mess with it really, but will try that in the next day or so.

Can you get in to your app drawer? If you long press on an app then you can put it on your home screen.
 
If you can get into adb you could reinstall the launcher onto your phone without having to do a factory reset. That's a complicated process for someone who doesn't have experience with command line programs but I'm sure I or someone smarter than me can walk you through it if you want to give it a try.

Thank you for the offer, and I might take you up on it, but I will try taking it back to Best Buy and seeing if they can help me out. They're generally pretty helpful when it comes to phones. Will let you know if it works, but it might be a few days before I can get there (sister is in the hospital and I've been spending a LOT of time there).
