Help Lost "settings" toolbar

Im trying to figure how to add back the toolbar that resided on one of my screens that controlled:
wifi/blue-tooth/gps/brightness/settings/sync/screen timeout/tips
you could tap on each one to set it ( turned bright green for on or grey for off.
It used to sit right above the customize home screen widget but i must have deleted it somehow.
Id like to have it back but cant seem to figure out how.

Go to the screen that you want the toolbar in and click on it and hold it. Once you do that, a screen of selections will come up and click on widgets. Scroll right until you run into "Power Savings" and click on that. Set it on your home screen and you should have it back.
