Root Lost/stolen phone

My phone wasn't activated and didn't have the gps thing on, I just used it thru wifi. I got an email from google that said they had blocked my account from being signed into because it was a different IP address. Is there any way to locate it with the ip info from when it was last used, because it wasn't me so if I could find out where that IP address is I'd know if I actually lost it or if this weird guy stole it...

Your ISP may be able to give you a rough idea of where it is, but it will only be a rough idea.

Did you have Android Device Manager enabled?

Idk what an ISP is. And I think it came with it but I never set it up or anything. I'm paranoid about the government lol so I didn't ever have anything like the gps or that kinda thing on.

Sorry, typo! I meant SP (Service Provider).

If you have IP address, there are websites like whois which will tell you who the IP belongs to.
