Help LTE Calgary issue

I am on Rogers here in Calgary, rocking the Galaxy Note SGH-I717R. A couple months ago I read that LTE was switched on here in Calgary however, since then I haven't seen LTE speeds on my device (speed test done using Speed Test). Currently running android version 2.3.6 gingerbread. Do I need to have ICS before I can get those speeds? I called Rogers and the guy said that it takes time for LTE to be switched on which I think could be the issue but it has been a couple months now as I mentioned.
 
Just an update on this situation. I talked to people at Rogers, I am currently on the 6 gig for $30 a month promotion plan for data. They said that this plan is not for LTE and if I wanted to use the LTE network i would have to cancel my current data plan and sign up for a LTE compatible plan which is 6 gigs for $60/month. Pretty typical and standard of rogers gouging their clients.
 
Whenever new devices come out, Rogers tends to temporarily have a sale price on the data plans. I suspect that when the next iPhone comes out, if it ends up being LTE, then Rogers will temporarily offer the LTE 6Gb plan for $30 per month as they did when the Samsung SII came out. I have a Galaxy Note with Rogers and was able to get that $30 for 6Gb plan before the rate jumped back up.

So is a good strategy to maybe wait for the S3 to come out and then wait and see if they offer the 6G LTE plan for $30? I would imagine they would do that for that release no?
