Is Mabilo still working to download ring tones on the HTC Sprint Hero? I used it about a year ago...and now it won't open at all. Is there a better app out there I can use? Please advise.

It is probably because the Mabilo Ringtones for Android app was pulled from the Android Market some time ago. I am not really sure why it was though.
You can still get the app if you go here and install the .apk file directly: Mabilo Ringtones for Android™ . That might fix your issues with not being able to download ringtones. Give it a try and report back to us.
