Make a Live Wallpaper

I'd love any info on making a live wallpaper, most importantly if a n00b would be able to do it. I have a gif but I heard they work terribly, so I found the video, which I could obviously take frames out of. If it's easy enough and someone could do it for me I'd really appreciate it.
