Hello ylove. The difference between the number of rings heard by the caller and by the recipient of the call has to do with tower proximity and what's called the "slot cycle index setting" in your phone. That setting is basically designed to poll the tower nearest you for incoming data at certain set intervals.
The longer the intervals, the longer time in seconds before you hear the first ring. So, if it's set to poll the tower every 3 seconds, it's possible for you to not get a ring until the second or third ring heard by the caller in his or her earpiece.
Some devices have a code which can enable a user to adjust the slot cycle index; I did it in my old Eris for one second intervals and got good results, but noticed faster battery drain.
