Making regular celular calls on Nexus 7?

I recently got a SIM card for my Nexus 7 (2012 edition).
I have android 4.4.4 on it (rooted) and i can successfully use an app to send and receive SMS messages.

However i do not know how to make regular (celular) phone calls using my new SIM card?
I do NOT want to make the call using wi-fi or mobile data (mobile internet).
I would like to make/receive regular phone calls using the celular network and my SIM card.

I tried using google's Hangouts and Hangouts Dialer - but they do not work without mobile data (mobile internet).
Which app can do regular SIM (celular) phone calls, and possibly store a log of received/made calls (similar to regular plain phones)?

don't think your going to find a place on the tablet to put your sim card. Its a wifi only tablet.

They actually made two versions. One is wifi only, one is 3g/wifi.

But, I've only owned the wifi version, so I'm of little help otherwise

Man there was a question about this exact thing the other day I think if you have a scroll. Just wish I could remember the solution (it even had me looking for a mic hole on my old n7 If I remember lol)

Obvious point: is this a regular phone sim or a data only one intended for a tablet? No matter what the technicalities, you won't make regular calls unless your account with your carrier supports that.

Also depends if the N7 has a system phone app as well, tablets usually don't. And can it's cellular radio support voice calls with the carrier, or is it data only. That's in addition to what @Hadron posted about data plan only SIMs, for use in tablets.

This thread seems to cover this topic extensively... But at the end of it all, it seems the consensus is that it's not possible
