Tobacco companies have a "moat", i.e. sell a physical addictive drug. Demand is very inelastic to price, marijuana doesn't have this *benefit*.:tomato:

But tobacco is also more widely accepted and doesn't carry as much of a stigma that marijuana has. Marketing and advertising also play as major factors that lie in favor to tobacco.

Depending on the state, the taxes on cigarettes can be more than the cost of the smokes themselves. I really don't think 25-30% on weed is all that oppressive. The less than 1% on alcohol in Colorado is ridiculous, but that's because Coors is based there and they apparently have amazing lobbyists lol.

A great deal of lobbying and political donations don't hurt either.
