Root Market Reinstalling Apps

Is there a way to have the market not reinstall apps after installing a new rom. I am having some troubles with video playback and trying to see if it is an app causing it. I would like to do a fresh install of apex and then reinstall apps one by one.
 
When you install a rom, when you activate, you are asked if you want Google to backup/restore your settings (check box). Just make sure you read it next time. :D
 
I guess I should pay closer attention. :o. I already went ahead and did it anyway. I am using titanium backup to restore app data and seeing if I can find the culprit. Another quick question, should I skip the google sign in when I install a new rom. In the past I have signed in but it would not work this time so I skipped and my account seemed already signed in
 
I only skip the sign-in when I'm going to root and reinstall a backup.

If you don't activate, you could have trouble with Market and a weird icon in the status bar.
