"MID 7" Google Android 4.0 OS" sounds like it's something very cheap and Chinese. Problem with a lot of these cheapo generic devices coming from China, is that they often do not have the Google Play app store and other Google services on them. Talking Tom is distributed via Google Play. You'll want to check if this device has Google Play. And where are you buying it from?

Even without Play you can get most apps found there by side loading them from the APK file found on apk top website. Most free apps are there And run fine. Just check 'unknown sources" under settings-->applications and you got it. Best part is if you ever do a factory reset or flash a rom, the APK is stored on the sd card download folder so you don't need to go back and re download them from the Play store
