Help mini player only works for SOME videos on Youtube??

Hi, I am wanting to play some music in my playlist while searching the web, but for some reason, some videos will play with the mini player, but some don't. I even see a circle with an exclamation mark in the middle where thee play button is, indicating something is wrong.

Can someone please explain why this happens, and is there any fix?

EDIT: I have learned it is called "picture-in-picture window". For the record, this Razer Phone 2 is my first ever android phone, switched from my old iPhone 6s, so be aware I am brand new to android.

Some YT videos are specifically excluded from the mini player, I think it's mainly videos that are intended or suitable for minors.

To comply with the Children’s Online Privacy Protection Act (COPPA) and other laws, certain features may be restricted or turned off on content that’s set as made for kids:

The thing is is that there are videos that are for everyone, kids or not kids. I mainly see it in music videos, but not all youtube videos. Why is this?
 
it depends on who posted the music video....if the video was marked as "made for kids" then it will not play in the mini-player....so it depends on how it was designated upon uploading the video.
all of the videos in my playlist aren't made for kids.

I'm sure "made for kids" is not the only reason why videos can be restricted from the miniplayer. Something like music videos, it's probably what the rights holders have set for their content. YT videos can be restricted in different ways, like disable miniplayer, available in certain regions/countries only, content rating(like contains explicit language), downloads allowed, etc.
 
Do you have an account with youtube, it is simple just log into your gmail account, click on the squares and scroll down until you see it, and that will be able to emble the mini-player, preferably I do not like it much.

I just talked to my cousin, which knows a lot more about android than me, and he said it's gotta be the fact that I need Youtube Premium for accessing miniplayer for certain music videos. Could this be why?
