Help Missing/Incorrect Contacts from Exchange Sync

I'm having an issue with my boss's phone and I can't figure it out. We run an Exchange 2007 server, with the standard configuration. I'm having an issue with some of her contacts missing, and others not displaying on the Incredible 2. She has 285 contacts listed in Outlook 2007, and only 273 on her phone. We can't figure out why some random ones won't sync to the phone. Also, some that do sync, are missing some information. For example, if her Outlook as a contact named John Smith, he may be on the phone listed as Smith, with no mention of his first name, filed under the S column. Data for the contact is correct, but the first name is completely ignored.

No other account is set to sync contacts with this phone, and I've even removed her Exchange account from the phone completely, and re-added it, with no change in results. Any ideas?

Are you using the People app to view the contacts? Do you have "Only with phone number" checked by any chance?

Maybe try TouchDown to see if that syncs them all. If it does, that would narrow down the issue.

She is using the People app, and I've verified that the option to show only contacts with phone numbers is unchecked.

I have one other user with an Incredible 2, and she doesn't seem to be having any issues.

I have thought about removing the contacts under her Exchange Account in Accounts & Sync, and then re-enabling them, to see if that would redownload the list.

I'd still recommend TouchDown. I was having very bizarre Exchange connection issues on my Inc2 that were solved by TouchDown. Plus it's a much more powerful mail app. It's like going from webmail to Outlook.
