You need a kernel capable of it (speeddemon or mock) check out the root guide for links to those.

and when you do get the app of the play store called no frills cpu and it will allow you to overclock

I'm using MIUI reportaled V.2.0 (great work devs joemossjr, isaacj87 and austrie's speed demon kernel) it comes pre-loaded with the kernel and many cool tweaks. Just download no frills from google play and your set. I've found that 1.5 overclock and interactive x work best for my phone.
