Root MMS not being received

Did you get it from here?

[ROM] SCI MIUI 1.8.12v1.0 (14. Aug.) En/De or MultiLang [I DON'T LIKE TEASER TAGS!] - xda-developers

If so, it looks like there's an issue with 3G on that build for non EU residents. That may cause issues with MMS.

Notes:
For Non EU-Countries there may be suboptimal download/upload speeds for 3G/H due to special settings in build.prop that depend on providers. For those i will collect and post patches to fix this and make them here available later.
For 4-Way-Boot Extension long press power button. Pressing then on "reboot" will offer you four further options.

If not from there, have you checked your APN settings?
 
For the first time you have to send a MMS from your device before you can receive any MMS.
