"Mobile Broadcast" pop up??

Anyone ever had a message pop up saying Mobile Broadcast with a number below it and the options OK or Cancel underneath?
My wife keeps getting it. I posted here because I don't think it's device specific. I have the same model and ive never had that and she's on an aosp rom anyway.
Maybe it's a carrier thing? She's on a different carrier from me (Giffgaff, O2 based network in UK)

No, it's a system apk.

Either try to find the setting under wireless and networks and turn off mobile broadcast, or delete or freeze the cellbroadcastreceiver.apk or some similar sounding app under system/app/ using a root explorer or Titanium.
