You just need a Rom with the hacked hotspot such as MikG. On my phone now otherwise I would provide a link

yes all custom roms have the hotspot hacked. but it will only work on 3g. the hacked hotspot will not work on 4g. for 4g tethering you will need to get the wireless tether app.
