Help Mobile IP vs Simple IP

OK. So since I was playing with my PRL (see this thread here) I decided to also see what would happen if I changed the setting for the Mobile IP tab in QPST. If you want a tutorial on how to do it, look here. It's for the Admire, but it can apply here. Stock, the phone comes as mobile ip. The first selection I made was to change it to simple ip. I could never get a data connection with it in this mode. According to my about phone I was on Metro's network, but I just never had mobile data. See the screen shot here:

Now, I then went to the 3rd option which is a combination of mobile ip and simple ip. I did a data connection then. I forgot to get a screen shot, but here is a screen shot of the speed tests:

The top two are from the combo. The 3rd one down is from before I changed the mobile ip/simple ip settings, just after I put the PRL 9033 on the phone. You can read about that in the first link I posted detailing why I put that prl on my phone.

Any way, just some experimenting. I have put it back to mobile ip.

Oh, does anyone know what the :8 is after the EvDO Rev A on the first screen shot?

I saw that when I was attached to LTE down in Dallas, only it was a 14 then.
 
Not recovery from an outage. My motion had it from I bought in August till I sold it and my S3 shows it too.
 
I wonder if it has something to do with network speed? I remember people on the Nexus 4 forum talking about HSPA+:43 and some had smaller numbers. I know we are CDMA and LTE, but the analogy is similar.
