I m having a Chinese tabled android 2.2 and 2.3 . I have the problem in mobile network settings that data enable option is not available and when i add new APN account its not showing the account its show the APN empty. Please help me out i want to run the dongle on the tablet.

Are you referring to USB 3G modems, that are normally used with PCs? AFAIK most Android devices don't support these, even though they might have USB host ports. You'll probably have to tether or use a MiFi.
