I love DSP Manager, but it wasn't included Harmonia and that made me sad. So, with some quick google searching skills, I found out how to add it to Harmonia (or any other ICS Rom)
I'm attaching the files you'll need. This is not a flashable ZIP; you will have to unzip and move things around using something like Root Browser. Instructions:

DSPManager.apk should be placed in system/app
audio_effects.conf should be placed in system/etc (overwrite existing audio_effects.conf)
libcyanogen-dsp.so should be placed in system/lib/soundfx
You should remove the following .so files from system/lib/soundfx that are not required:
- libaudiopreprocessing.so
- libbeatsbass.so
- libsrsfx.so
Remember to set permissions to rw-r--r-- for each file you've changed.
Reboot and enjoy DSP.
