I've seen a few questions floating around about how to download GTA. Following is the method I used. **I'm not a dev so the following changes to the build.prop might be overkill but they will work**
1. Navigate (via root explorer) to system-->build.prop.
2.Mount R/W
3. Long press build.prop and select "Open in Text Editor".
4.Make the following changes:
ro.product.brand=google
ro.product.name=occam
ro.product.device=mako
ro.product.board=MAKO
ro.product.manufacturer=LGE
ro.product.model=Nexus 4
ro.build.fingerprint=google/occam/mako:4.2/JOP40C/527662:user/release-keys
5. When you "save and exit" a backup of the original build.prop will be made and named "build.prop.bak"
6. Navigate to system settings-->apps-->Google Play Store and wipe cache/data
7. Reboot.
8. When you open the Play Store app you should be prompted to agree to the terms, accept. Your device should now be recognized as a Nexus 4 and GTA will be downloadable.
9. Backup GTA via titanium backup
10.To return to your old build.prop: navigate back to its location via root explorer. You can delete the modified one or as I did just rename it to "build.prop.nexus" for future use. Now remove ".bak" from the backup made earlier (step 5) and you are good to go.
