If I bought a Micro SD card in 16GB bringing the overall capacity to 32GB, would that increase the S2's performance, as in speed wise, or does it not have any effect at all?
No effect. It's basically only for data storage. There are apps to send apps to the SD card (app2sd) but when they are on the SD they are slower then memory. Like using a hard-drive as virtual memory on a PC vs. using RAM.

How come my "System Storage" has more stuff on it than my "USB Storage".. I only ask because for "System Storage", I have a total of 1.97GB and my "USB Storage" has 11.25GB... so shouldn't all of my games,apps etc go to the "USB Storage" because it has more memory? and if I were to get a Micro SD card which one of the two would increase?
Apps go into system storage. Apps are relatively tiny. Any data attached to the apps MIGHT go to USB storage or still system storage. Unfortunately there isn't much you can do with the uSD card other than store music, videos and photos.
If ROOT ever becomes available there might be some more stuff you can put on the uSD depending on the ROM.
I would not suggest putting apps there because it really slows down access. My TiBu files go on the uSD card and I also copy my Nandroid backups there on my Infuse which is rooted. I won't get this phone until root is available.
