is there any apps out there that allow u to make free calls around the world like there are apps that allow u to free text and it just uses net connection ?

There's Viber, but you need the other person to have a Viber account and the app installed for it to work.

It's not aware of any that are free. Google Voice maybe? It's not available on the UK so I can't test to confirm.
