My WiFi keeps turning itself on even after I shut it off. I think its probably a app doing it but don't know how to troubleshoot it.

1. Wi-Fi settings
2. On the overflow menu (the three dots) select Advanced
3. Uncheck Scanning always available

I am not that versed and do not know what you mean. I assume this is what your talking about. Kitcat 4.4.4 ?

ok to make things less confusing, you may want to get a "wifi manager" from google play is best bet to control the wifi (its a bandaid solution but the most simplest way without geting to technical.)
