Move Notification Widgets

Is there a way to adjust the order of notification widgets up and down the notification screen? I know some apps have a setting that makes the widget appear always on thevery first one.

I don't think there is - the apps that put themselves at the top do so by refreshing whenever they get bumped down. The problem with that is when two notifications fight for the top spot, they constantly refresh and swap places so fast you can't even catch one to dismiss it. It's sort of funny actually. Anyways, sorry to say i haven't ever seen a solution to your question.
