Root Move to SD not working

I have tried nearly anything I can think of/researched for moving my apps to SD (the ones that the developers set that way). Doing it through the Galaxy S settings, App2SD application etc. No matter what I do I always get a message: Failed to move application. Not enough memory. Now I assume we can use the 16GB internal SD to do this am I correct? If anyone has any tips or ideas it would be greatly appreciated.

I could be wrong but I thought you could only move apps to SD with 2.2 (Froyo).
