could i move boot.img in HArmonia or any of the other roms to data/local so that i could choose a new one in UOT or would that mess up the ROM?

You're actually speaking of boot animation I'm assuming..... Two different things

The one labeled "Bootanimation".

Well it gives options like where is the boot animation located and the drop down box gives options like data/local, cyanogenmod rom and others... I just don't know which to choose

Using a file explorer locate where your current boot animation is located, I don't have the phone to tell you but it's easily found.

It's in /system/media/bootanimation.zip.
